The U.S. Food and Drug Administration’s Office of Acquisitions and Grants Services is preparing to award a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) support services under solicitation number 75F40126R00020, with a NAICS code of 541690 and no set-aside. The contract will have a five-year ordering period with a maximum ceiling of $14,500,000 and a guaranteed minimum through an initial task order at award. Services include occupational safety, laboratory quality, primary barrier equipment maintenance and certification, industrial hygiene assessments, information systems support, training development, biosafety compliance, HVAC testing, and vaporized hydrogen peroxide decontamination, primarily at FDA’s White Oak campus in Silver Spring, Maryland, with additional performance nationwide. The acquisition will follow FAR Part 12 for commercial services, FAR Part 15 for negotiated acquisition, and FAR Part 16.5 for IDIQ contracts, utilizing firm-fixed-price, time-and-materials, labor-hour, or hybrid task orders. Offerors must submit pricing via a prescribed Excel workbook detailing ceiling rates for 15 labor categories and six equipment categories across five ordering periods, with fully burdened rates including overhead, G&A, and profit, while excluding major repairs and system upgrades. Task Order 1, for CBER BSL-3 re-verification and decontamination, is already defined with specific performance dates from August 2026 to February 2027 and three optional one-year extensions. A pre-solicitation phase is currently open, inviting industry to review draft documents—including the Performance Work Statement, Facility Inventory, pricing workbook, and sample PWSs—and submit questions using the official R5_OSIST RFP Q&A Template by June 16, 2026. The Government will issue the final solicitation in June 2026 via SAM.gov with an abbreviated proposal response window, emphasizing early engagement to improve clarity and efficiency. Proposals must be submitted electronically in four volumes: Administrative (unlimited), Technical (80-page limit organized into Corporate Experience, Technical Approach, Management Approach, and Past Performance), Price (unlimited, including Excel workbook), and Subcontracting Plan (required for non-small businesses). Evaluation will be on a best-value trade-off basis, with Corporate
