This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is 15B21718Q00000007 and this solicitation is issued as a Request for Quote (RFQ). Solicitation is for Fourth Quarter Subsistence, FY 2018 (Kosher, Meat, Frozen and Dry). For a list, description and total quantities of all items refer to Section B. Solicitation is a 100% small business set aside. The NAICS for this requirement is 311991. TERMS OF DELIVERY ARE F.O.B. DESTINATION TO: FDC PHILADELPHIA, 700 ARCH STREET, PHILADELPHIA, PA 19106 ITEMS WILL BE AWARDED INDIVIDUALLY. MORE THAN ONE ITEM MAY BE AWARDED TO ONE OFFEROR. Evaluation factors are Past Performance, Price and Delivery. Past performance is significantly more important than price and non-price related factors. Award will be based on the best value determined using tradeoffs among the evaluation factors, so that award may be made to other than the lowest-priced offer. Vendors who submit an offer concurs that delivery date can be met, unless otherwise noted. PAST PERFORMANCE RECORD OF "FAILURE TO DELIVER" ON PREVIOUS AWARDS MAY RESULT IN A LESS THAN FAVORABLE PERFORMANCE RATING.
