AI Contract Overview
The Federal Deposit Insurance Corporation (FDIC) is soliciting proposals under RFQ CORHQ-26-Q-0132 for the procurement of Pure Storage Software Subscription services under a Firm-Fixed-Price arrangement, with a contracted period of performance initially spanning one year from June 11, 2026, to June 10, 2027, and two optional one-year extension periods available through June 10, 2029. All offers must be submitted electronically to Harold Groves at hgroves@fdic.gov no later than 2:00 p.m. EST on May 7, 2026, following Amendment 1, which extended the original deadline and revised the period of performance to a firm three-year term without option quantities. The solicitation requires submission of the official Price Schedule worksheet, Section K Representations and Certifications, proof of active SAM.gov registration, and documentation verifying the vendor’s authorized partnership or OEM status with Pure Storage. Additional submissions such as End-User License Agreements, Master Service Agreements, or warranty terms are also required for incorporation into the resulting contract, with preference given to government-approved terms. Proposals missing any of these core components will be deemed non-responsive and excluded from evaluation. The award will be made on a Lowest Price Technically Acceptable (LPTA) basis, where technical acceptability is a pass/fail gate determined by compliance with item specifications, accurate part number alignment, and complete documentation. Only technically acceptable offers proceed to pricing evaluation, which assesses completeness of pricing and reasonableness relative to market benchmarks or GSA Schedule rates. Financial capability is also reviewed on a pass/fail basis to confirm the offeror’s ability to fulfill the contract. Delivery of tangible hardware and software components must be made to the FDIC’s IT Distribution Center at 3501 Fairfax Drive, Arlington, VA 22226, while non-tangible deliverables must be emailed to DITSoftwareMgt@fdic.gov. Invoicing must be submitted exclusively via email to DOFAP Invoice@fdic.gov in PDF, Excel, or zip format; use of WAWF or IPP is prohibited. All contracts are governed by standard FAR clauses including prohibitions on Kaspersky and covered telecommunications equipment, whistleblower protections, fraud hotline reporting, and oversight by the FDIC’s Oversight Manager and Contracting Officer. Contractor personnel must comply with strict information security protocols, including restrictions on off-site data
