AI Contract Overview
The Federal Deposit Insurance Corporation is soliciting quotes for the renewal purchase of CISCO hardware and subscription maintenance under solicitation number CORHQ-26-Q-0251, with proposals due by 12:00 PM EST on July 1, 2026. The contract is a Firm-Fixed-Price acquisition for a range of Cisco products including C9500 and C9300 DNA Advantage licenses, Cisco Duo Federal subscriptions, Identity Service Engine licenses, ThousandEyes Enterprise Agents, and associated support services, all specified by exact part numbers in Attachment B-1. Offerors must be either an Authorized Cisco Reseller/Partner or the Original Equipment Manufacturer and must submit a completed Price Schedule, Section K Representations and Certifications, EULA or MSA terms, Pre-Award Supply Chain Risk Management (SCRM) information if applicable, and a Letter of Authorization from Cisco. Proposals failing to include any of these components will be rejected. The FDIC will evaluate offers using a Lowest Priced Technically Acceptable (LPTA) approach, where both Technical Acceptability and Supply Chain Risk Management serve as mandatory pass/fail gates; failure in either disqualifies the proposal. The contract includes several clauses incorporated by reference from the FDIC’s Acquisition Procedures and Guidance Manual, including prohibitions on contracting with Kaspersky and other covered entities, restrictions on disclosure of information, risk of loss, changes, stop work orders, assignment of claims, and termination for convenience or default. The FDIC is exempt from all federal, state, county, and municipal taxes, and will not accept commercial terms provided through click-wrap or browse-wrap mechanisms; all binding terms must be in static text within the signed contract. The contract period of performance runs from July 26, 2026, to July 25, 2027, with delivery required at the FDIC’s DIT Distribution Center in Arlington, Virginia. Invoices must be submitted electronically to DOFAPInvoice@fdic.gov in PDF or Excel format, following strict naming conventions and containing detailed line-item information, and contractors must maintain current SAM registration with active EFT information. The contractor is required to maintain comprehensive liability insurance with a combined single limit of $5 million and must submit post-government employment certification if any former FDIC or RTC employees are involved in performance. The FDIC reserves the right to inspect all goods and services at any time, with a 15-business-day acceptance period following delivery
