Full Description

The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Compuware Corporation, One Campus Martius, Detroit, Michigan, 48226 for FDR, FDREPORT, FDRPAS, and IAM software maintenance. This software maintenance is for the initial and continuous updates of maintenance support for CJISD NCIC software. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04, the North American Industry Classification System (NAICS) is 511210 with a business size standard of 41.5 million dollars. A quote is being requested under solicitation no. DJF-21-0100-PR-0001995 using Simplified Acquisition procedures. This will be a fixed price contract for a 12-month base period with one 12-month option year. Based on FBI market research, it has been determined that Compuware Corporation's maintenance of this software is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. Compuware Corporation does not have any authorized resellers capable of providing the required software maintenance. The proposed contract action is for software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of TLE 41,usc (a)(1). This notice is not a request for competitive proposals. Interested parties may identify their interest and capability to respond by submitting a proposal to include technical qualifications and experience/pricing and any other information to Christina Nortey, Contracting Office, and address listed above. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commerical Items (JUN 2020): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2020). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (FEB 2023). A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
