The U.S. Army Corps of Engineers, Omaha District, intends to award a firm-fixed price sole source contract to URS Group, Inc. to perform a Feasibility Study, Proposed Plan, and Record of Decision (FS/PP/ROD) for Munitions Response Site OD508 in Utah. This contract modification is justified under the Federal Acquisition Regulation due to the substantial duplication of cost that would result from competition, as the incumbent contractor already has the personnel, specialized expertise, and infrastructure in place necessary to conduct complex multi-disciplinary work under harsh, remote desert conditions. The contractor’s responsibilities include developing remedial action objectives, screening and evaluating technologies and alternatives according to National Contingency Plan criteria, preparing detailed cost estimates, and recommending a preferred cleanup alternative. Additionally, the contractor will prepare a Proposed Plan for regulatory and public review, conduct public meetings with subsequent documentation of community input, and complete a Record of Decision that meets all regulatory requirements. The project involves a comprehensive approach including environmental, engineering, archaeological, and unexploded ordnance expertise, with strict schedules aligned with mission activities at the Utah Test and Training Range (UTTR). Cultural resource management under Utah state law requires licensed archaeologists to monitor and document all fieldwork and resources encountered. The incumbent team is uniquely qualified, having developed the approved cultural resource strategy, obtained necessary security clearances, established communication infrastructure, and completed required training for safe and compliant access to the site. The contract will proceed without competitive solicitation to avoid redundancy and inefficiency, although capable parties are invited to demonstrate why competition should be considered. All inquiries and responses must be submitted in writing to the designated contracting officer.

US Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract to URS Group, Inc., on a Sole Source basis. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Feasibility Study/Proposed Plan/Record of Decision Munitions Response Site OD508 Description of work: The Contractor will complete an FS/PP/ROD on MRS OD508 that presents remedial action objectives (RAOs) and general response actions, identifies and screens technologies, assembles selected technologies and process options into remedial alternatives, and evaluates those alternatives using the National Contingency Plan (NCP) criteria. Remedial alternative cost estimates shall be presented in the FS. The alternatives will consider a range of response actions, remedial technologies, and process options, including no action (as required by the NCP), land use controls (LUCs), means to reduce or eliminate toxicity, mobility, or volume of contamination or waste, innovative technologies, monitored natural attenuation, and protection from explosives safety hazards. The FS must also recommend a preferred alternative. The Contractor will prepare a PP that provides a summary background, site conditions, FS results, rationale for selected remedy, and a description of the proposed remedial action (RA) goals and associated rationale. After gaining Government and Utah Department of Environmental Quality (UDEQ) acceptance, submit the final PP for public comment and present it at a scheduled and advertised public meeting. Prepare meeting transcripts that include a Responsiveness Summary to address issues raised by the public for incorporation into the ROD. The environment where this requirement will be performed includes harsh, remote desert terrain that is difficult to access without proper equipment and training. The work involves multiple disciplines including UXO, engineering, geology, environmental, construction, and archaeology. Work in this environment requires sufficient infrastructure to facilitate mobilizing the necessary resources and equipment to complete the required investigation and remediation. The current contractor is deploying to this remote location, established essential communications, and obtained the security clearances required for access to the UTTR. Their personnel have completed all requisite training and possess current approvals required to access the sites. Authority: The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) -For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition Solicitation of this requirement would create substantial duplication of cost to the Government that is not expected to be recovered through competition. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Responses and questions shall be submitted to contact@example.gov. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
