FEDERAL LOBBYING SERVICES FOR WATER AND WASTEWATER INFRASTRUCTURE AND UTILITY POLICY

The City of North Miami Beach, through NMB Water, is soliciting proposals under RFP-2026-087 for a qualified firm to provide comprehensive federal government relations and legislative lobbying services. The primary objective is to advance the City's water and wastewater infrastructure and utility policy priorities by representing the City before the U.S. House of Representatives, the U.S. Senate, relevant congressional committees, and federal agencies including the EPA, FEMA, and USDA. Key activities include identifying and advocating for congressionally directed spending for priorities such as treatment plant resilience, lead service line replacement, and septic-to-sewer conversion. The contract is structured for an initial three-year term with the possibility of two additional one-year renewals. Proposers must submit a technical proposal, vendor questionnaire, and certificates of liability insurance and competency. The evaluation process is based on the best interest of the City, considering contractor integrity, past performance, and the alignment of the price proposal with the City's needs. The selected firm will be required to execute a five-phase work plan covering initial assessment, legislative engagement, funding pursuit, ongoing advocacy, and strategy evaluation. Compliance requirements include adherence to federal lobbying registration and disclosure laws, Executive Order 11246 for equal employment opportunity, and Miami-Dade County small business participation provisions. Payment is processed monthly upon the approval of completed work assignments by a City representative.
