Request for Information: Federal Occupational Health (FOH) National Staffing Support Services

I. Introductory
This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Request for Information is to obtain knowledge and information on potential vendor interest for project planning purposes.

II. Project Description
A. Background:
FOH provides defined health services as well as consultation to Federal customer agencies exclusively through Interagency Agreements (IAAs). FOH is a leading provider of occupational health services (OHS) within the Federal Government, delivering services to numerous federal agencies and supporting a large federal workforce. Services are provided when FOH enters into agreements that are negotiated with federal departments and federal agencies’ national headquarters, and/or with
their regional/local components for products ranging from a standard package of OHS program components to an array of services, including clinical services delivery, expert medical consultation tailored to a particular federal agency’s OHS needs, wellness and health promotion, behavioral health services as well as organizational development related issues. FOH maintains sole
responsibility for consulting with its federal customer partners.

The Vendor’s main responsibility is to provide Contractors who deliver FOH services as outlined in
the Performance Work Statement (PWS). FOH defines OHS as the seamless coordination of comprehensive services using a data-driven approach to assist agencies in achieving a culture of health and high performance. FOH comprehensive
services include:
Clinical Health Services (CHS) - Occupational medicine services, including urgent medical care, medical examination, employability consulting, and case review services that focus on assessing the medical ability of employees to perform their essential job duties safely, reducing lost workdays, and increasing employee productivity, as well as fitness for duty services that focus on the
assessment of the ability of the employee to meet immediate job demands, increase employee productivity and improve employee performance.
Environmental Health and Safety Services (EHSS) - Services to ensure a safe working environment through site assessments, environmental health oversight of all FOH occupied spaces, emergency preparedness and emergency response.
Wellness and Health Promotion Services (WHPS) - Services to assist employees in achieving and maintaining good health so that they can sustain peak performance through fitness classes and wellness programs.

Behavioral Health Services (BHS) – Employee Assistance Program (EAP), Work/Life and other behavioral health services designed to promote emotional well-being and a healthy life balance through stress management, financial legal counseling and professional referral.
Operations and Management (O&M) – Services supporting FOH operations, management, and associated
service areas. FOH services are designed to improve health outcomes and employee productivity, while reducing occupational health risks, absenteeism and overall employee health care costs. FOH’s mission is to be the occupational health provider of choice for the federal government.FOH staff plays a critical role in ensuring FOH maintains its status as the premier consultant
provider of integrated OHS to federal agencies and their employees. By offering flexible, cost competitive solutions, FOH sets the standard for a culture of health and safety across the federal workforce. The Vendor is required to provide Contractor support for all occupational health services that FOH provides, including health promotion activities, data collection, and Agency/FOH initiatives requiring collaboration.

Contractors are responsible for supporting FOH in the provision of occupational health services across the multiple services areas including but not limited to, account management, customer service, business operations, clinical health services, quality assurance, and case management. Contractors may also be responsible for supporting direct patient care, including providing safe,
high-quality occupational health services, delivering health education, and raising awareness of key health indicators, associated risks to optimal health, and effective strategies for maintaining optimal health.

FOH achieves these goals through services, including, but not limited to:
a) Onsite clinical services
b) Account management

d) Billing and cost recovery
e) Medical evaluations and clearances
f) Quality analysis and review
g) Complaint management
h) Agreement management

i) Specialized health services
j) Consulting
The quality of clinical services and strength of program effectiveness depend heavily on the expertise and experience of the Contractors.

Contractors are expected to provide competent services to assist in the management of accounts and support client and organizational needs effectively. Contractors involved in providing specialized health services and medical case reviews must maintain the required credentials, licensure, and certifications appropriate to their role and per FOH’s requirements. Contractor participation in professional associations and pursuit of additional certifications and specialized training is strongly encouraged to keep current with identified best practices and medical advancements. Contractor promotion of such participation and pursuits is expected. Although required, pursuit of professional certifications, associations, and training is at the risk of
Vendors. FOH will not be responsible for reimbursement. SPSs include FOH Occupational Health Centers, FOH Area Offices, and remote sites throughout the contract area. Services provided under this contract shall primarily be performed at the location
identified in the Work Plan or otherwise specified by the COR (Attachment TBD).
