Request for Information (RFI) Regarding Federal Strategic Sourcing Initiative (FSSI) SmartBUY Initiative PURSUANT TO FAR 15.201(e) The General Services Administration (GSA) Federal Acquisition Service (FAS) Integrated Technology Services (ITS) Federal Strategic Sourcing Initiative (FSSI) SmartBUY Program, in collaboration with a software advisory team, plans to create a new offering of large publisher Blanket Purchase Agreements (BPAs) for government-wide commercial-off-the-shelf (COTS) software. This initiative focuses on individual large publishers, because the majority of federal COTS software spend is directed at a small number of publishers. The complexity of both the distribution channels and product offerings by these large publishers also provides an opportunity to capture value for the Government and publisher alike. GSA is inviting large publishers and resellers to submit information, feedback, and recommendations on the implementation of new FSSI SmartBUY software BPAs. Based on information gathered in this RFI, GSA may invite a subset of respondents to follow-up meetings to discuss responses and conduct market research. This process is intended to address the majority of large publishers who sell directly or indirectly to the Government. Se RFI attachment for more information and requested response format. Response packages should be sent by email to the Contracting Officer at Constance.Thomas@gsa.gov no later than 12:00 pm EST Tuesday, December 11, 2012.
