NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

This is a sole-source acquisition for the renewal of six floating licenses for FEMAP with NX Nastran software, conducted under FAR 13.501(a)(2)(i) and FAR 13.106-1(b)(1)(ii), with justification rooted in brand-name exclusivity and the absence of viable alternatives. The U.S. Army’s ACC-RSA at Redstone Arsenal, Alabama, requires this specific software to maintain critical finite element analysis capabilities for rotorcraft and fixed-wing aircraft development, as market research confirmed no other tools—including Abaqus or Autodesk Nastran—can replicate its integrated modeling, analysis, and interoperability functions essential to mission-critical engineering workflows. The acquisition is below the simplified acquisition threshold of $25,000 and is not subject to competitive solicitation; however, FAR 5.207(c)(16)(ii) permits responsible sources to submit capability statements, proposals, or quotations for consideration, though no formal solicitation documents exist and phone inquiries are prohibited. The delivery consists of digital license maintenance and technical support for a 12-month period, with no physical items, packaging, or shipping requirements involved. The place of performance is Redstone Arsenal, Alabama, and acceptance is determined by government oversight based on functional compliance and sole-source justification validated by the CHESS Statement of Nonavailability and supporting market research. Pricing details are unspecified, but the total value is capped at $25,000, and no option periods, key personnel requirements, security clearances, or contractual clauses beyond those governing sole-source procurement are included. The contracting officer is the sole point of authority for award and acceptance, with no designated COR, COTR, invoicing system, or payment office details provided. Submission of responses must occur by June 29, 2026, to the Redstone Arsenal address, and no formatting, page limits, or file type restrictions are imposed, though submissions are not guarantees of award.
