THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. ANY PROPOSALS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT BE REVIEWED OR RETAINED.


This is a pre-solicitation notice of a proposed contract action for the Fence to Fence Environmental Services for Malstrom/Mountain Home/Fairchild (MMHF) Air Force Bases (AFB).  


The contractor shall provide environmental services and environmental compliance support activities necessary to support Department of the Air Force and AFCEC environmental mission requirements.  Activities include but are not limited to: environmental compliance support; air emissions inventory (AEI); air quality data management and recordkeeping; Emergency Planning and Community Right-to-Know Act (EPCRA) reporting; operating and maintaining hazardous waste accumulation facilities; supporting the installation hazardous material program; supporting Recycling, Hazardous Waste and Recycling, Other Regulated Waste; performing environmental sampling, analysis and monitoring (SAM); updating Spill Prevention Control and Countermeasure (SPCC) plans and Facility Response Plans (FRP); preparing storm water reports; conducting National Pollutant Discharge Elimination System (NPDES) reporting; Environmental Management System (EMS) support and cultural resources support. 


The North American Industry Classification System (NAICS) Code for this requirement is 541620, Environmental Consulting Services, and the Product Service Code is F999, Other Environmental Services, Studies and Analytical Support.


The General Services Administration, Federal Acquisition Service, Assisted Acquisition Services Division (GSA/FSA/AASD) intends to issue a Request for Quote (RFQ) for a Hybrid (Firm-Fixed-Price (FFP), Time and Material (T&M), and Cost (No Fee)) contract as a competitive Section 8(a) Set-Aside utilizing One Acquisition Solution for Integrated Services Plus (OASIS+) Government-wide Acquisition Contract (GWAC) pursuant to Federal Acquisition Regulation (FAR) 16.5 (GSA Class Deviation RFO-2025-16), Indefinite Delivery Contracts.


Site visits for each location highlighted above have been previously coordinated for industry engagement.  The dates and briefing locations for each base are provided below:


1. Malstrom AFB, MT
