Fluke Calibration Equipment

The Research Accelerator Division at Oak Ridge National Laboratory is seeking to procure a FLUKE Calibrator, portability kit, and associated software, or a qualified domestic equivalent, under solicitation PR479635, with proposals due by July 21, 2026. The equipment is intended for use at the DOE facility in Oak Ridge, Tennessee, and all deliverables must conform to detailed specifications outlined in Attachment C, the PR479635 Bill of Materials. The contract is classified as a commercial item acquisition under NAICS code 334513 and is governed by a suite of commercial product and services terms, including mandatory clauses covering protection of government property, unauthorized obligations, hazardous material handling, and counterfeit material prevention. All items must be delivered by U.S. citizens only, and foreign nationals are strictly prohibited from onsite delivery or access. Electrical equipment must bear an NRTL evaluation label at the seller’s expense, and any product using IP technology must fully comply with current NIST-defined IPv6 standards while supporting dual IPv4/IPv6 functionality, with equal technical support provided for both protocols. The seller must maintain commercial general liability, professional liability, and cyber liability insurance each with a minimum annual aggregate limit of $2 million. Compliance with export control regulations under 10 CFR Part 110 and 10 CFR Part 810 is required, and this clause must flow down to all subcontractors. PII must be safeguarded in accordance with federal and state regulations, with breaches requiring immediate reporting and correction, and failure to comply may result in termination for default. Warranty coverage ensures all goods and services are free from defects in workmanship and conforms to agreement requirements, with service warranties extending for six months post-acceptance. Payment will be made via electronic funds transfer from government-advanced funds, with invoicing handled through the Ariba Network or direct email to ornlap@ornl.gov, and tax documentation submitted to aptax@ornl.gov. Termination rights allow either party to terminate for convenience, and the company may terminate for default due to noncompliance with PII, export control, safety, or deliverable specifications. All deliverables must be accompanied by proper country of origin labeling, and false "Made in America" claims are prohibited. The contract may be administered by DOE or its designees, and any changes to performance or delivery require a formal written amendment.
