Field Review of Appraisals in North Texas

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number Q8D8AAC0037 in support of the HUD Denver Homeownership Center. This procurement is for a fixed price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP), to provide a Field Review of Appraisal services for the following counties in the State of Texas: Anderson, Bowie, Camp, Cass, Cherokee, Collin, Dallas, Delta, Denton, Ellis, Fannin, Franklin, Freestone, Gregg, Harrison, Hill, Hopkins, Hunt, Kaufman, Lamar, Marion, Morris, Navarro, Panola, Rains, Red River, Rockwall, Rusk, Smith, Titus, Upshur, Van Zandt, Wood, Archer, Baylor, Bell, Bosque, Brown, Callahan, Clay, Coke, Coleman, Comanche, Concho, Cooke, Coryell, Crockett, Eastland, Erath, Falls, Foard, Grayson, Hamilton, Hardeman, Haskell, Henderson, Hood, Irion, Jack, Johnson, Jones, Kimble, Knox, Lampasas, Limestone, Mason, McCulloch, McLennan, Menard, Milam, Mills, Montague, Palo Pinto, Parker, Reagan, Runnels, San Saba, Schleicher, Shackelford, Somervell, Stephens, Sutton, Taylor, Throckmorton, Titus, Tom Green, Wichita, Wilbarger, Wise and Young. Offerors must be able to cover the entire geographical area. The purchase order requirements are as stated, but not limited to the following: FHA appraisal cases will be assigned to the contractor. For each case assigned, the contractor shall inspect the property and return a completed Appraisal Review Report (ARR), to HUD via FHA Connection Web Based System followed by a mailed hard copy to be received no later than 20 calendar days after the date received. Quotes shall be accepted only from appraisers on the FHA Roster. For more information about placement on the roster, please see the HUD website at: http://www.hud.gov/offices/hsg/sfh/appr/apr_rost.cfm. Successful offerors must be registered in the Central Contractor Registration system at: http://www.ccr.gov. HUD estimates that 200 reviews will be ordered during the first year of this order. The proposed Purchase Order is for an initial performance period of one year, with four one-year options. This is an indefinite quantity fixed-unit-rate purchase order. This solicitation is set aside for small business concerns. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 531320, and the size standard is $2.0 Million average annual sales for the last three years. Offerors may submit one hard copy of the quotation with original signatures and submit an electronic version compatible with the Department's hardware/software via email to the address above. If the offeror elects not to submit its proposal by one hard copy and electronic means, then the offeror must submit the one hard copy with original signatures and three extra hard copies. Submissions are due August 29, 2008 by 4:00 PM local time. Registration in ORCA is mandatory before an award can be made to any offeror. The Contracting Officer will issue an order to the responsible offeror whose submission will be most advantageous and offers the overall best value to the Government, price and other factors considered. HUD may issue an order to other than the lowest priced submitter. HUD will consider the offers for the four option years as well as the base year, in determining the best price.
