Fielded Ground Systems (FGS) Integrated Product Team (IPT) Program Management (PM) and Technical Support

The Naval Information Warfare Center Atlantic (NIWC Atlantic) is conducting a sources sought market survey to identify small business capabilities for providing Program Management (PM) and Technical Support for the Fielded Ground Systems (FGS) Integrated Product Team. This effort focuses on C4ISR production and fielding support, including production engineering, integration, installation, training, and logistics for land-based tactical vehicle platforms. The anticipated scope of work supports sponsors such as the US Navy, US Air Force, and Marine Corps Systems Command, with an estimated annual level of effort of 80.27 FTEs and a projected dollar range between 100 million and 250 million dollars. This opportunity is restricted exclusively to SEAPORT NxG Small Business MAC holders, and large businesses are not eligible to apply. The contemplated contract structure is a hybrid of Cost-Plus-Fixed-Fee (CPFF) for labor and Firm-Fixed-Price (FFP) for materials and equipment. The period of performance consists of a one-year base period, four one-year option periods, and a final six-month extension. Primary performance will take place in Charleston, South Carolina. Key requirements for respondents include CMMC Level 2 (Self) certification and the ability to manage efforts using Agile-like practices in non-software environments. Contractors must adhere to strict security protocols, including the use of the Defense Information System for Security (DISS) for personnel clearances and the implementation of organizational firewalls to mitigate conflicts of interest.
