FY27 GEOTECHNICAL MATOC

The US Army Corps of Engineers, Los Angeles District, is conducting a market survey to identify capable firms for a future Architect-Engineer (A-E) Indefinite Delivery Indefinite Quantity Multiple Award Task Order Contract (MATOC). This contract will provide geotechnical, civil, and environmental engineering services, including site investigations, coastal engineering, and dam and levee safety. The scope of work encompasses the design of infrastructure such as floodwalls, pumping stations, and bridges, as well as onshore and offshore exploration, seismic analyses, and environmental site characterization. Performance will primarily take place within the Los Angeles District boundaries, covering Arizona, California, Nevada, and Utah, as well as the broader South Pacific Division Area of Responsibility. The anticipated acquisition will utilize competitive firm fixed price task orders. Selected firms must demonstrate competence and qualifications, maintain a DCAA approved cost accounting system, and utilize specific software including Autodesk Civil 3D, OpenGround Cloud, and SpecsIntact. Additionally, contractors must be capable of accessing ProjNet and adhering to the latest A-E Guide and rigorous agency quality standards through approved Design Quality Control and Quality Assurance Plans. The government is considering multiple contract pools, including unrestricted and various socioeconomic set-asides such as 8(a), HUBZone, SDVOSB, and WOSB, under NAICS code 541330 with a small business size standard of 25.5 million dollars.
