Finding Agile Solutions for Test (FAST) Commercial Solutions Opening (CSO)
Solicitation # FA9302-21-S-C001
The Finding Innovative Solutions for Test (FAST) Commercial Solutions Opening (CSO), solicitation number FA9302-21-S-C001, is a pilot program issued by the Air Force Test Center (AFTC) in coordination with the Air Force Research Laboratory (AFRL) and the Air Force Operational Test and Evaluation Center (AFOTEC). The objective is to partner with industry to acquire innovative technologies, processes, or methods—ranging from basic research to operational systems development—to enhance the efficiency and effectiveness of the national test mission. This CSO serves as a general framework that does not request proposals directly but instead issues specific Calls for various areas of interest. These Calls may follow one-step, two-step, open, or closed submission structures, with individual Call availability lasting a maximum of one year. The government intends to award FAR Part 12 fixed-price contracts or Other Transaction for Prototype agreements, including potential follow-on production contracts. While there is no cumulative funding ceiling for the CSO, individual awards are not expected to exceed 100 million dollars. Selection is based primarily on technical merit, importance to agency programs, and funds availability, with price evaluated for fairness and reasonableness. Prospective awardees must be registered in the System for Award Management (SAM) and comply with NIST SP 800-171 cybersecurity assessment requirements. All contract awards or agreements under this CSO must be finalized by September 30, 2022.
