This is a reposting of a Special Notice that was originally posted April 2, 2019 to allow more time for responses. NASA Ames Research Center (ARC) intends to extend contract NNA14AB82C (Fully Integrated Lifecycle Mission Support Services, commonly referred to as (FILMSS) with KBRwyle on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source, in support of Ames Research Center (ARC). The performance period will be extended for a maximum of eighteen (18) months (August 1, 2019 - January 31, 2021), consisting of one eight (8) month base performance period and five (5) two-month option periods. A contract modification reflecting this extension and resultant increase in the estimated Cost Plus Fixed Fee (CPFF) of the contract will be issued on or before July 31, 2019, the expiration date of the FILMSS Contract NNA14AB82C. The current Contractor provides the following mission critical support services under FILMSS: This contract provides program, science, engineering, operations and project management support for such efforts as biosciences flight development projects (e.g., mission implementation, instrument development, and technology advancement efforts), collaborative science programs (e.g., astrobiology, virtual institutes), aeronautics research projects, and various Ames offices. This extension will allow for a continuation of services to ensure program continuity and critical mission support and to avoid significant technical impacts to supported programs while competitive follow-on acquisition 80ARC019R0004 is completed. The extension will extend the period of performance of the current contract, NNA14AB82C, for a period of eighteen months, from August 1, 2019, through January 31, 2021, and increase the contract value accordingly. The contract will have one eight (8) month base performance period and five (5) two-month option periods, if exercised. The extension may increase the current contract value, which is dependent upon the eight-month base period and the number of options that are exercised. The current contractor, KBRwyle, is considered the only contractor that can meet ARC's needs given the short period of performance for the extension. Awarding an eight-month contract to another source, at the same time procurements and associated phase-in for the Fully Integrated Lifecycle Mission Support Services (FILMSS) and ARC's follow-on FILMSS 2 requirement are in process, would result in substantial duplication of costs and unacceptable delays in fulfilling the Government's requirements and not allow for a sufficient phase-in period, thereby affecting the continuity of services and causing unacceptable delays in fulfilling ARC's requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The purpose of this action is to bridge the performance period between the end of the current contract and the anticipated award of the follow-on requirement. The extension is necessary to continue on-going research and critical projects at ARC pending placement of the competitive follow-on contract for FULLY INTEGRATED LIFECYCLE MISSION SUPPORT SERVICES (FILMSS), solicitation number 80ARC019R0004. This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort IN WRITING to the identified point of contact not later than 2 PM PST on July 1, 2019. Such communication of capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. Questions regarding the extension can be sent via email to Waheguru Chahal at Waheguru.s.chahal@nasa.gov and Jeannette Albiez at jeannette.albiez@nasa.gov. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
