The New York State Department of Transportation is seeking price quotes for the supply of fine and coarse aggregates, specifically 3/4 Minus Crusher Run, to be used in vendor-placed paving projects within St. Lawrence County for maintenance and operations purposes. This procurement is being conducted under the state's discretionary purchasing authority, allowing the department to bypass formal competitive bidding in certain cases, particularly favoring small businesses, certified disadvantaged, minority and women-owned business enterprises, and service-disabled veteran-owned businesses. Interested vendors are instructed to communicate through designated contacts, Jennifer Walter and Otto Ambuhl, with all inquiries and submissions due by September 22, 2025, at 4:00 PM, with prior clarification requests accepted until September 8, 2025. Bidders must be registered with the New York State Department of Labor to submit a bid or commence work on the project, and all responses should be sent via email to the designated contacts. The contract is a one-time purchase with an estimated value between $50,000 and $200,000, and bids will remain valid for 60 days or until an award is made. The solicitation emphasizes compliance with federal and state nondiscrimination laws, including Title VI, and highlights that certified firms are encouraged to participate, although the department has determined there are limited opportunities for setting participation goals for DBE, MWBE, or SDVOB firms on this project. The contract details, including scope and submission procedures, are outlined, with additional information available through the provided online link.
