Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

Intent to Award Sole Source: Acoustical Society
Solicitation # IASS-AFRL-RMZB-2027-0002
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a sole source purchase order to The Acoustical Society of America (ASA) for institutional membership. This requirement, categorized under NAICS 813920, is designated as a simplified acquisition because ASA is the only organization capable of providing the necessary membership and publications to support the scientific efforts of 711 HPW/RHWS. This membership is critical for the United States Air Force to maintain an active, voting role on ASA and American National Standards Institute (ANSI) standards committees, specifically those concerning acoustics, mechanical vibration and shock, bioacoustics, and noise. The contract is structured for a base year with four subsequent option years, with an estimated annual cost of 15,000 dollars. Key deliverables include the integration of one primary and one alternate USAF representative for each accredited standards committee, access to the Journal of the Acoustical Society of America and other scientific publications, and the provision of training materials for standards development. Performance milestones include biannual update meetings and the dissemination and collection of ballots for voting members. Interested parties may submit capability statements or exceptions to the sole source intent to the contracting office by October 23, 2026.

DAF F&ES EMS program requires all firefighters to have a National Registry of Emergency Medical Technicians certification. Air Force Instruction (AFI) 32-2001, Fire and Emergency Services Program, Para 3.5.6.1, states that The Air Force Surgeon General directs medical services on the installation. The Fire & Emergency Services Program responsibilities and oversight are outlined in AFI 44-102, Medical Care Management. In addition, Strategic Message dated 14 September 2018 states National Registry of Emergency Medical Technicians is the agreed upon enterprise level of certification. To obtain a certification, an application process must be accomplished that includes completing an education course, psycho-motor skills evaluations, and a fee associated cognitive exam; a fee for which this contract is being requested to pay for vouchers to accomplish the cognitive exams. Testing vouchers will be purchased through the National Registry of Emergency Medical Technicians, managed by the Air Force Civil Engineer Center, and issued to firefighters who have accomplished the education course and psycho-motor skills evaluations. Firefighters will submit the testing vouchers with their application to receive an Authorization to Test (ATT) and will schedule the cognitive exam. These certifications are available in the commercial marketplace and meet the definition of commercial items as defined by FAR 2.101: Any item, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes, and has been offered for sale, lease, or license to the general public. ITEM NAME QUANTITY EMR Certification Voucher 1000 each The government has only one known source that can supply the vouchers and test that meet the standards above. The government is seeking additional capable sources that could fulfill this requirement.

Air Force Civil Augmentation Program (AFCAP) VI
Solicitation # FA805127R0001
The Air Force Contract Augmentation Program VI (AFCAP VI), solicitation FA805127R0001, is a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract managed by the 772nd Enterprise Sourcing Squadron. This program serves as a global force multiplier providing rapid-response capabilities, including contingency planning, logistics, emergency construction, and Base Operating/Life Support (BOS/BLS) for the Department of the Air Force, other DoD components, and Federal agencies. The scope covers a wide array of missions such as Major Theater Wars, humanitarian assistance, and peacekeeping operations both within the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). The contract supports various career groups for non-inherently governmental functions, with an overall ordering window extending from June 1, 2028, through May 31, 2036. Award eligibility is based on a binary acceptability standard where offerors must be determined technically acceptable and possess an acceptable past performance rating. A critical requirement for award is the possession of a DCAA-approved accounting system due to the inclusion of cost-reimbursable task orders. The base award process does not rank proposals or use cost as an evaluation factor, as the initial Contractor School task order is a non-negotiable firm-fixed-price of 4,000,000 dollars. Subsequent task orders will be awarded using Tradeoff, Highest Technically Rated Offeror (HTRO), or Lowest Priced Technically Acceptable (LPTA) methodologies. Key requirements include a Secret security clearance for the Program Manager and Alternate Program Manager, 24/7 classified communication capabilities, and adherence to CMMC cybersecurity standards. Small business participation goals are set at 37 percent for overall small businesses and 5 percent for small disadvantaged businesses.
