AI Contract Overview
Battelle Energy Alliance, LLC, acting as the management and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory (INL), is soliciting Expressions of Interest (EOI) from qualified vendors for fire barrier repair services across multiple designated INL facilities. The scope involves inspection, assessment, repair, or replacement of fire-rated walls, doors, and penetrations that currently fail to meet fire protection codes and standards. Contractors must apply approved firestop materials and sealants in compliance with National Fire Protection Association (NFPA) standards and DOE fire safety requirements. Work performed must be documented thoroughly for quality assurance and regulatory compliance. The geographic scope covers the 890-square-mile INL site, including critical complexes such as the Material and Fuels Complex and the Advanced Test Reactor, with the Davis-Bacon Act and INL Site Stabilization Agreement (SSA) labor provisions applicable to construction activities within the site, except for Idaho Falls facilities which are exempt from SSA terms. This EOI, issued as solicitation number INL-26-022 and posted on March 18, 2026, serves as a preliminary step to identify capable contractors for potential inclusion on a solicitation list, with a formal Request for Proposal (RFP) to follow for selected respondents. Interested vendors must submit company information, relevant experience in fire barrier repair, NAICS codes (specifically 238310), business size classification, and any applicable federal contracting history by June 19, 2026, via email to the designated point of contact, Chase Egbert. Proprietary or sensitive information must be clearly marked to ensure confidentiality. While contract clauses and award criteria have not been formally established within this EOI, the future contract is expected to require adherence to prevailing wage laws under Davis-Bacon, compliance with DOE and NFPA fire protection standards, and incorporation of the INL SSA where applicable. Inspection and acceptance of work will occur on-site at INL facilities, with the contractor responsible for execution and documentation and the government maintaining oversight and final acceptance. No packaging, MIL-STD, or delivery requirements apply since the solicitation pertains strictly to repair services rather than supply of goods. The EOI does not specify performance schedules, pricing data, or formal evaluation factors, which will be detailed in the forthcoming solicitation phase.

INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors to provide fire barrier repair services across designated INL facilities. This initiative supports BEA’s commitment to maintaining compliance with fire protection standards and ensuring facility safety.
BACKGROUND
Certain areas within INL facilities require repair and restoration of fire-rated barriers to maintain integrity and meet regulatory requirements. The scope of work may include the following:
- Throughout the entire plant, inspection and assessment of existing fire barriers that don’t meet code, and repair or replacement of damaged fire-rated walls, doors, and penetrations.
- Application of approved firestop materials and sealants.
- Compliance with NFPA standards and DOE fire protection requirements.
- Documentation and verification of repairs for quality assurance and regulatory compliance.
INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. INL is operated under a management and operating contract with the Department of Energy and as such, the Davis-Bacon Act applies for contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of buildings or works at INL. Construction work at the laboratory Site covered under the Davis-Bacon Act is additionally subject to the INL Site Stabilization Agreement (SSA). These Site areas include all areas within the 890-square mile boundary, including the Material and Fuels Complex, Central Facilities Area, Advanced Test Reactor, Radioactive Waste Management Complex, and Specific Manufacturing Capability. The agreement is between signatory contractors and labor unions performing such work. Information regarding the INL Site Stabilization Agreement is available from the Site Labor Coordinator at +1 (555) 000-0000 or at contact@example.gov. Construction work performed at Idaho Falls facilities is not subject to these agreements.
