Fire Protection Systems Inspection, Testing, Maintenance, Repair & Impairment Coordinator (FPS-ITMR & IC) Services

The contract requires the provision of comprehensive Fire Protection Systems Inspection, Testing, Maintenance, Repair, and Impairment Coordination services at NIST facilities in Boulder and Fort Collins, Colorado, under the Statement of Work. The scope includes scheduled monthly, quarterly, semi-annual, and annual inspections and maintenance of automatic gas fire suppression systems, water-based systems, wet chemical extinguishing systems, fire alarm systems, portable fire extinguishers, and portable AEDs located across key buildings and specialized rooms such as Telecommunication Equipment Rooms, Cleanroom Wetbenches, and shielded enclosures. Emergency repairs are permitted with a strict not-to-exceed cap of $45,000, and all repair work must comply with Colorado state authorization requirements. The contractor must adhere to applicable NFPA standards including NFPA 25, NFPA 2001, NFPA 10, NFPA 12, and NFPA 17A, as well as NIST-specific documentation and tagging protocols. Personnel must hold specific certifications, including NICET Level II or higher for special hazard systems and state-issued certifications for fire extinguisher technicians, and must follow manufacturer’s manuals for equipment-specific maintenance. The contract has a base performance period from July 1, 2026, through June 30, 2027, with four optional one-year extensions through June 30, 2031. Performance is centered at the NIST Boulder campus, with the official place of acceptance at 325 Broadway, Boulder, CO 80305. Invoicing must be submitted exclusively via the U.S. Department of the Treasury’s Invoice Processing Platform (IPP), and payment requests must include correct Treasury Account Symbol, Appropriation Accounting Code, and Accounting Classification Reference Number data as specified in the contract schedule.
