Fire Sprinkler System Maintenance

Texas Woman’s University is soliciting proposals for an annual contract to provide comprehensive fire sprinkler system maintenance services across its Denton, Dallas, and Houston campuses, including the IHS Houston location at 6700 Fannin St. The scope of work requires inspection, testing, maintenance, and investigation of water-based fire protection systems in strict accordance with NFPA 25 standards, including quarterly, annual, three-year, and five-year cycles for sprinkler systems; fire pump assemblies per NFPA 25 Tables 8.1.1.2 and 8.1.2; annual backflow prevention testing per Sections 13.6.2 and 13.6.3; and inspection and testing of fourteen TWU-owned hydrants on the Denton campus per NFPA 291. Internal piping investigations under Chapter 14 of NFPA 25 are treated as additional work. All services must be performed by trained, qualified, and experienced technicians, with code-required tags affixed after each inspection or test, and reports submitted via an approved online system such as Building Reports. Monthly coordination meetings with a TWU representative are mandatory, and the contractor must maintain 24/7 availability for emergency and routine service, with response times requiring same-day action for calls placed before noon and next-day-before-noon response for after-noon calls. The contract is structured as a one-year agreement with the option for up to three additional one-year renewal terms, contingent upon mutual written agreement signed at least sixty days prior to expiration. Awards will be made based on best value, determined through a weighted evaluation of relevant experience in higher education or comparable projects (30%), pricing (35%), service methodology (20%), clarity and organization of the proposal response (10%), and references (5%). Proposals must be submitted electronically via the state procurement portal by July 14, 2026, at 2:00 PM CST and must include a completed proposal bid form, detailed compensation schedule, resumes of key personnel, proof of insurance meeting TWU’s third-party standards, signed affidavits, W-9, and Form 1295 for Texas Ethics Commission filing. Offerors must certify compliance with Texas Governor Executive Order GA-48, federal NDAA restrictions on foreign adversaries, accessibility requirements via a VPAT, and represent that no personnel assigned will have a history of violent or sexual offenses.
