AI Contract Overview
A turnkey fire suppression system installation is being procured for Building 6418 at Moore Air Base in Edinburg, Texas, following a recent fire that highlighted the absence of any prior fire protection infrastructure. The project, solicited under number 12639526Q0210, is a total small business set-aside under NAICS code 238220 with a size standard of $19 million, and is being handled by the Department of Agriculture through its Mrpbs Minneapolis MN office. The acquisition is conducted as a commercial items procurement under FAR Part 12 and will be awarded using the Lowest Price Technically Acceptable approach. The scope encompasses the complete design, fabrication, and installation of an underground and overhead automatic sprinkler system, including canopy protection, flex-drop sprinkler heads, a riser room with above-ground backflow preventers, PIV, and tap installations, along with all necessary testing and certifications. All work must conform to NFPA standards, State of Texas regulations, and local ordinances, with materials required to be new and unused. The system must be designed for future compatibility with a fire alarm panel, though no active monitoring is required at this time. The successful contractor must provide detailed design and as-built drawings, a one-year warranty on all labor and equipment, and current Material Safety Data Sheets for all products used. The contract requires performance and payment bonds under FAR 52.228-15, compliance with federal wage rates for Hidalgo County as specified in Attachment 2, and adherence to numerous labor, safety, and environmental provisions including the Copeland Act, anti-discrimination laws, trafficking in persons compliance, and Buy American requirements. The contractor must also implement basic cybersecurity safeguards and operate under the supervision of a qualified job site superintendent. All work occurs on a restricted military installation, and site visits require pre-registration with Jim Roloff and presentation of a valid driver’s license or state ID. Proposals must be submitted via email by noon CT on August 6, 2026, and must include a complete breakdown of the lump-sum price, evidence of relevant fire sprinkler experience, and past performance information. Payment will be processed electronically via SAM, with progress payments available monthly upon submission of itemized requests including subcontractor details and supporting documentation, and final payment requiring completion of work, a properly executed voucher, and release of all claims. The estimated contract value ranges between $100,000 and $5
