The First Phase of the Mission Bay South Block 4 East Project is a mixed-use affordable residential development managed by the Successor Agency to the San Francisco Redevelopment Agency. Located on the southern half of Mission Bay South Block 4 East and fronting China Basin and Third Streets in San Francisco, the project consists of a 160-foot-high building featuring 165 affordable rental units and a ground-floor commercial space of approximately 1,253 square feet. This phase is part of a larger two-phase initiative intended to provide a combined total of 398 affordable units, though the current approvals and statutory exemptions apply specifically to Phase I. The project is granted a statutory exemption from CEQA environmental review under California Assembly Bill 1449 due to its status as a 100 percent affordable housing project. Key compliance requirements include the recording of a TCAC Regulatory Agreement prior to the issuance of building permits and the full remediation of any hazardous conditions identified in future environmental assessments. Additionally, the developer must adhere to strict labor standards, including prevailing wage requirements, the provision of health insurance for construction workers and their dependents, and the employment of State of California-registered apprentices. The project also requires the implementation of mitigation measures to protect tribal cultural resources.
