The contract is for the procurement of the First Strike Ration (FSR), a lightweight, compact assault ration designed to support highly mobile, short-duration, high-intensity combat operations. Compared to standard Meals, Ready-to-Eat (MREs), the FSR offers a significant reduction in weight and volume, improving Warfighter mobility while maintaining nutritional value. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with one base year and four option years. The minimum and maximum quantities to be ordered range from 150,000 to 290,300 cases annually. Award of the contract will follow the Lowest Price Technically Acceptable (LPTA) method, requiring offerors to submit Product Demonstration Models and Past Performance Information that must be rated as acceptable. Deliveries are to be made 90 days after receipt of each order, with inspection and acceptance performed at the point of origin. The solicitation is unrestricted and expected to be posted publicly, with key dates including solicitation issuance in October 2011, closing in November 2011, and an anticipated award date in April 2012.
