The Texas Department of Housing and Community Affairs is seeking qualified providers to deliver fiscal and cost allocation assessment, training, and technical assistance services to subrecipients across Texas under solicitation 332-RFP26-1005. The contract, classified under NAICS code 541618, will be awarded on a best value basis as defined by Section 2254.027 of the Texas Government Code, with evaluation weighted toward past performance and qualifications (40%), reasonableness of proposed cost (25%), preliminary work plan and methodology (20%), and proposed personnel experience (15%). A mandatory pass/fail gate requires demonstrated quality of performance on prior engagements. Pricing must include a granular, per-subrecipient and per-task breakdown with assumptions and exclusions, and travel expenses must be claimed at GSA per diem rates with receipts. No mid-project payments are permitted; invoices are due no later than the 15th of the month following service completion, and final payments require submission of a final invoice within 30 days of Departmental acceptance of the final report.
