AI Contract Overview
The Fiscal Year 2027 State and Regional Primary Care Association (PCA) Cooperative Agreements, administered by the Health Resources and Services Administration under the Department of Health and Human Services, aim to strengthen the capacity of health centers and look-alikes to deliver high-quality, accessible primary care to medically vulnerable populations. Through targeted technical assistance, PCAs will support health centers in expanding preventive services, managing chronic diseases, building and sustaining a skilled workforce, and enhancing preparedness for public health emergencies. The program emphasizes the adoption of value-based care models and data-driven improvements to ensure operational efficiency and long-term financial sustainability. Collaboration with other HRSA-funded technical assistance initiatives is required to maximize impact and avoid duplication of efforts across states and regions. The cooperative agreements will be awarded to organizations capable of delivering statewide or regional support that aligns with the overarching goal of improving community health outcomes. While no specific set-aside or NAICS code is designated, applicants must demonstrate expertise in primary care systems, workforce development, and health center operations. Proposals should outline clear strategies for implementing payer innovations, advancing clinical quality, and responding to emerging health challenges. The solicitation was posted on August 3, 2026, and all inquiries must be directed to the designated point of contact at bphcfunding@hrsa.gov or 301-594-4300. The awards will support health centers nationwide, with performance expected across all states and territories, though specific locations for place of performance are not specified.
