Five-Year Disbursement, Gratis Lease, Gratis Leaseback Agreements, for a portion of 350 S. Figueroa Street, Los Angeles and 335 S. Flower St. Los Angeles

On June 9, 2026, the County of Los Angeles approved a non-competitive agreement with 350 South Figueroa, LLC, a Delaware limited liability company, consisting of a five-year Disbursement Agreement, a five-year Gratis Lease Agreement, and a five-year Gratis Leaseback Agreement. The purpose of these agreements is to grant the entity access to 366,378 square feet of the County-owned portion of the World Trade Center parking garage, located at 350 South Figueroa Street and 335 South Flower Street in Los Angeles, California. This access is specifically provided to enable the performance of stabilization and seismic retrofit work. The project is managed by Joyce Chang, Senior Manager at the County of Los Angeles Chief Executive Office. It has been granted a Notice of Exemption from environmental review under the California Environmental Quality Act (CEQA) and the County's Environmental Document Reporting Procedures and Guidelines. This exemption is based on the determination that the work involves the repair and minor alteration of existing facilities, utility extensions, and accessory structures, which are not expected to have a significant impact on the environment.
