Fixed Wing Turboprop Utility Aircraft

The United States Department of Agriculture's Animal and Plant Health Inspection Service is procuring three factory-new, FAA-certified fixed-wing turboprop utility aircraft to support the Plant Protection and Quarantine program. These aircraft will be used for sterile insect dispersal to control destructive plant pests, specifically fruit flies. Key technical requirements include a minimum range of 1,000 nautical miles, a cabin volume of at least 250 cubic feet, a 600-pound interior payload capacity, an aft cargo door for machinery integration, and a 300-amp engine-driven starter generator. The contractor is also required to provide training for two pilots and one maintenance technician per aircraft. This is a firm-fixed-price commercial supply purchase order with a one-year period of performance. While the government's objective is delivery within 12 months after receipt of order, vendors may propose alternate timelines, which will be considered during the technical capability assessment. Award will be determined based on the best value to the government through a trade-off process evaluating price, past performance, and technical capability. Inspection and acceptance will occur at the contractor's facility, after which the aircraft will be flown to Moore Air Base.
