AI Contract Overview
The U.S. Fish and Wildlife Service is soliciting bids for the complete replacement of the bunkhouse roof at Pelican Island National Wildlife Refuge in Vero Beach, Florida, using a tin/zinc coated copper double-lock standing seam metal roof as specified in the Statement of Work, Specifications, and Drawings. This is a Firm Fixed Price contract issued as a 100% Total Small Business Set-Aside under NAICS code 238160, with award to be made on a Lowest Price Technically Acceptable basis, meaning the lowest-priced offeror whose proposal is determined technically acceptable will be selected. All offerors must be registered in the System for Award Management prior to award and must hold an active Florida Certified or Registered Construction Contractor or Roofing Contractor License, which must be submitted with the proposal. Proposal submissions are due via email by May 13, 2026, at 5:00 PM EDT, with the subject line clearly marked as “Proposal Submission-140FC126R0010,” and all inquiries must be submitted in writing by May 1, 2026, at the same time. A site visit is strongly encouraged and must be scheduled between April 21 and April 23, 2026. The contract requires full compliance with extensive technical, environmental, and administrative requirements. Work must be performed within specified hours—6:30 a.m. to 4:30 p.m., Monday through Friday—with no work permitted on federal holidays unless special approval is granted. The contractor is responsible for all aspects of safety per OSHA standards, environmental protection under multiple federal statutes including the Endangered Species Act and Clean Air Act, and must immediately halt work if protected species or archaeological findings are encountered. The project must be completed within 365 calendar days from issuance of the Notice to Proceed, with all materials stored and handled per preservation guidelines and lumber moisture content limited to no more than 19%. Technical acceptability is based on three mandatory criteria: past performance in metal roof replacements within the last three years, ability to obtain bonding for the full contract value, and possession of a valid Florida contractor license failure in any one component results in automatic disqualification. Only after technical acceptability is confirmed is price evaluated, with the lowest compliant offer winning. Invoices must be submitted via the Internet Payment Platform, not WAWF, and all personnel must be pre-identified in the proposal; substitutions require written approval.
