This Request for Proposals (the “RFP”) is an invitation by Flagstaff County (“the County”) to prospective Proponents to submit non-binding Proposal for Flagstaff Region Investment Attraction Opportunity Analysis as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).Flagstaff County is seeking a qualified consultant or team to develop a set of suggested regional investment opportunities on which to build a future Investment Attraction Roadmap. These opportunities may be rooted in strategies and actions related to Business Retention Expansion (BRE), Foreign Direct Investment (FDI), Public-Private Partnerships (PPPs), or inwards facing local investment. The Flagstaff Region Investment Attraction Opportunity Analysis must be grounded in grass roots, systematically gathered feedback from regional businesses and other economic development stakeholders, and informed by recommended Investment Attraction Best Practices.Flagstaff County will evaluate proposals based on overall value, methodology, and demonstrated experience. Proponents are encouraged to submit detailed project plans outlining how they will meet the deliverables and timeline provided within the RFP.
