AI Contract Overview
The contract pertains to the procurement of four FLANGE, MOUNT units with NSN 4920011047602 under solicitation SPE4A5-26-T-154N, issued by the Department of Defense through the ASC SUPPLIER OPER OEM DIVISION. Delivery is required within 165 days of order issuance, with a need ship date of November 8, 2026, and an original delivery deadline of July 14, 2027. The item must be shipped FOB origin, with inspection and acceptance occurring at the destination facility in New Cumberland, Pennsylvania. The contractor is responsible for packaging in accordance with ASTM D3951, though all DLA Master List of Technical and Quality Requirements supersede this standard where applicable. Marking and labeling must strictly adhere to MIL-STD-129, including proper unit of issue and quantity per unit pack identification, while bare item marking complies with RQ017. Palletization must follow RP001 DLA packaging requirements. Inspection is governed by MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise stated; critical, major, and minor attributes are defined with corresponding verification levels and AQLs. Item Unique Identification is not required per customer request under DFARS 252.211-7003(c)(1)(i). The contract includes mandatory clauses addressing equal opportunity, trafficking in persons, employment eligibility verification, sustainable products, hazardous material identification, cybersecurity safeguards, and prohibitions on certain telecommunications equipment and toxic substances. The contractor must also comply with U.S.-flag vessel requirements for ocean shipments, submit safety data sheets for hazardous materials, and ensure proper labeling of radioactive materials if applicable. All submissions must be made electronically through the DIBBS portal by the May 26, 2026 deadline, and invoicing must occur via WAWF using the appropriate electronic document type based on the fixed-price nature of the line item. No pricing data is provided, indicating the contract is likely awaiting vendor quotation or is a placeholder for competitive bid evaluation under an LPTA or trade-off process. The Federal Acquisition Regulation clauses incorporated require compliance across supply chain, labor, environmental, and cybersecurity domains, and representations regarding small business status, UEI, and CAGE codes are mandatory for offerors.
