Fleet Hazardous Waste Collection, Disposal, and Clarifier Maintenance Services

The City of Pasadena is seeking a contractor to provide hazardous waste collection, disposal, and clarifier maintenance services for its municipal fleet operations at the City Yards located at 323 West Mountain Street. The scope includes quarterly cleaning and pumping of a 1,900-gallon three-chamber clarifier system, removal and compliant disposal of sludge and liquids, pressure washing of wash pads and walls, and maintenance of bulk used oil and water separators. Services must handle regulated materials such as used oil, sludge, antifreeze, batteries, filters, rags, absorbents, and aerosols in accordance with all applicable federal, state, and local environmental regulations. The contract will run from July 1, 2026, through June 30, 2027, with potential extensions tied to the Consumer Price Index. Bids must be submitted electronically through the City’s procurement portal by May 26, 2026, and require completion of vendor forms including AA-1, AA-2, and AA-3, proof of insurance, a valid Pasadena business license if applicable, IRS Form W-9, and a Unique Entity ID from SAM.gov. The award will follow a Lowest Price Technically Acceptable methodology, with technical acceptability as a pass/fail threshold and price as the determining factor among qualified bidders. All services must be performed at the designated City Yards location, and invoices must be submitted exclusively through the City’s online Invoice Submission Portal. The City retains full authority for inspection and acceptance, and contractors are responsible for correcting any defective work at no additional cost. Compliance with California’s Public Contract Code regarding recycled content, the Levine Act for prevailing wages, and EEO requirements is mandatory, and demographic data collected via Form AA-1 is for statistical reporting only.
