Fleet Management Video Surveillance System

The Office of Fleet and Asset Management for Pinellas County, Florida, is soliciting an Invitation to Quote for the design, installation, programming, and commissioning of an expandable commercial video surveillance system at the Fleet Central Garage facility in Largo. The project utilizes high-definition, AI-driven Hanwha cameras, a 32-channel Blaze Appliance with 30TB of storage, and network switching infrastructure to monitor critical outdoor and transit areas, including the fuel island and various lots. The work is divided into two phases: Phase 1 runs from November/December 2026 through September 2027, focusing on central infrastructure and initial field locations, while Phase 2 runs from October through December 2027 to complete the remaining field installations and verify system functionality. Award eligibility requires contractors to be registered with the Florida Division of Corporations and hold a competency license in a regulated trade per Chapter 75-489 Laws of Florida. Evaluation factors include the ability to provide four customer references for similar work and the availability of necessary financial and technical resources. Preference is given to Pinellas County Certified Small Business Enterprises, particularly those submitting within the first five business days, and a price preference of up to 10 percent may be granted for the use of recycled materials. The contractor must maintain comprehensive insurance, including commercial general liability and professional liability with three years of tail coverage.
