FLETC Cheltenham Integrated Solid Waste/Recycle Disposal

The Department of Homeland Security, through the FLETC Procurement Cheltenham Office, is seeking a small business contractor to provide non-hazardous integrated solid waste and recycling disposal services at the Federal Law Enforcement Training Center in Cheltenham, Maryland. This fixed-price contract requires the contractor to provide all personnel, equipment, and supervision to empty waste and recycling dumpsters weekly and manage roll-off dumpster services for bulk items within 24 hours of notification. The scope includes maintaining dumpsters in a sanitary condition, adhering to OSHA and Environmental Safety and Occupational Health regulations, and managing the sale of recyclables, with all proceeds returned to the government via electronic funds transfer. Performance is monitored by the Contracting Officer Representative through a Quality Assurance Surveillance Plan, with specific thresholds allowing no more than two to three validated customer complaints per month depending on the service category. The contractor must submit monthly reports, logs, and weight tickets by the 10th or 15th of the following month to receive reimbursement for dump fees.
