Flexible Base Material for NIWTP Levee Road Resurfacing

The International Boundary and Water Commission is soliciting quotations for a Firm Fixed Price contract to furnish and deliver 10,000 tons of Type ABC Lime aggregate base material for levee road resurfacing at the Nogales International Wastewater Treatment Plant in Rio Rico, Arizona. This acquisition is a 100 percent small business set-aside under NAICS 212321. The selected contractor must provide all labor, equipment, transportation, supplies, and permits necessary to deliver the material, which must be a dense graded crushed stone or gravel blend mixed with lime with a maximum aggregate size of 1 inch. Delivery must begin within 10 calendar days of notification and be completed within a 365-day period of performance, with deliveries occurring Monday through Friday between 7:30 AM and 4:00 PM. Award will be made using the Lowest Price Technically Acceptable method to a responsible small business concern that provides the lowest priced quotation meeting all technical requirements. Technical acceptability is determined on a pass/fail basis, and any proposals suggesting substitutions, alternate materials, or deviations from the Performance Work Statement will be rated technically unacceptable. Quotations must include the unit price per ton, the total firm fixed price for CLIN 0001, and the identification of the proposed source or quarry for material verification. All offerors must maintain active registration in the System for Award Management. Quotations are due by September 30, 2026.
