The Ohio Department of Transportation has established a contract for a professional flight and maintenance training program to support the Office of Aviation. The scope of work includes academic and flight simulator training for pilots operating King Air models B350i and B250, and Cessna Caravan 208B aircraft. Specific training requirements encompass initial and recurrent training, the removal of Second-in-Command restrictions, and the attainment of Airline Transport Pilot licenses, as well as annual Crew Resource Management and Reduced Vertical Separation Minimum courses. Additionally, the contract provides maintenance technicians with oral and practical experience in troubleshooting, engine run-up, and operational maintenance procedures. All flight training must comply with Federal Aviation Regulations Part 61 and Part 91, and simulators must be FAA certified. The contract is awarded to the lowest responsive and responsible bidder, with Flyright Holdings Inc. identified as a participating bidder. Performance is centered at a facility in Concord, North Carolina, with a duration extending through January 31, 2028. Invoicing is structured based on the completion of ground school for pilots and the completion of courses for technicians, provided that course certifications are submitted to the Chief Pilot first. The agreement includes strict compliance requirements, including the prohibition of services performed outside the United States without a waiver, adherence to Ohio trade and boycott laws, and the maintenance of comprehensive insurance coverage, including cyber liability and employer's liability.
