The anticipated procurement will be a total small business set-aside under NAICS code 481219 with a $25 million size standard, and the government is particularly interested in small businesses including HUBZone, SDVOSB, WOSB, VOSB, and other small business concerns. The contractor must provide a fully mission-capable aircraft capable of sustaining 150 knots true airspeed at or below 12,000 feet, equipped with dual-frequency radios for simultaneous communication with the RPA and Air Traffic Control, and must operate with beacon and strobe lights during all operations. The aircraft must be fully insured, with the contractor assuming sole liability for any damage to the aircraft or personnel, absent government negligence. The chase aircraft must accompany the RPA from takeoff at KRIV through traffic pattern operations and transit to restricted airspaces R-2515 or R-2503, remain on standby after drop-off, and return to escort the RPA back for recovery, rejoining the aircraft prior to handover and maintaining visual contact until the RPA completes a full-stop landing at KRIV. Visual responsibility is transferred to a ground observer only once the RPA enters the KRIV traffic pattern. Crew requirements include one qualified pilot and one qualified observer per mission, with two pilots required when FAA oxygen regulations apply. All personnel must be pre-approved and submitted with resumes; substitutions require written authorization. Pilots must hold FAA Class 2 or military equivalent medical certificates, comply with 14 CFR 61.56 and 61.57 for flight reviews and recent experience, and adhere to 14 CFR 91.17 regarding alcohol and drug use.
