AI Contract Overview
This solicitation, numbered 70Z03826QW0000075, is a Request for Quotation issued under FAR Subpart 12.201 for commercial items, specifically for the delivery of eight FMS NAV Databases (Part Number C27J Honeywell, CAGE Code 58960) for use on U.S. Coast Guard HC-27J aircraft. The contract is structured as a sole-source firm-fixed price purchase order award to Honeywell International Inc., with no competitive bidding anticipated. All items must be traceable directly to the original equipment manufacturer and supported by documentation proving authorized distributor status for Rockwell Collins, with clear, auditable supply chain records required for each unit. A Certificate of Conformance per FAR 52.246-15 must be submitted, formatted according to the clause, and all products must comply with preservation, packaging, and labeling specifications, including individual container labeling with NSN, part number, serial number, quantity, nomenclature, and purchase order details, while prohibiting certain packing materials like Styrofoam or peanuts. Delivery must occur by June 1, 2026, with shipping terms strictly limited to F.O.B. Destination or F.O.B. Origin; Ex Works and all Incoterms 2020 variants are unacceptable. The NAICS code is 541511 with a $34 million small business size standard, and though the requirement is restricted, the award is non-competitive and designated for Honeywell. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) basis, where technical acceptability is binary—acceptable or unacceptable—and price is the sole determinant among qualifying offers. FASCSA compliance is mandatory, requiring prompt reporting of any restricted products within 72 hours, and subcontracting plans must meet
