AI Contract Overview
This solicitation, numbered 70Z03826QL0000141, is a Request for Quotation issued under FAR Subpart 12.201 for the acquisition of commercial items, specifically 16 units of the FMS Database J42-Americas with part number FMS-JEPP-T42-M-AMR, sourced exclusively from Rockwell Collins (CAGE Code 13499). The requirement is restricted and intended for sole-source award due to the proprietary nature of the navigation database and its critical integration with the U.S. Coast Guard’s HC-144 aircraft fleet. All items must originate directly from the OEM or an authorized distributor, with full traceability documentation required to ensure authenticity and compliance. The contract mandates a Certificate of Conformance per FAR 52.246-15 for each unit, certifying adherence to technical specifications and preservation standards, and explicitly prohibits the submission of drawings, specifications, or schematics from the U.S. Coast Guard. Shipping must be delivered under F.O.B. Destination or F.O.B. Origin terms only; Ex Works and all Incoterms 2020 variants are unacceptable. The solicitation operates under a Lowest Price Technically Acceptable (LPTA) evaluation model, where technical acceptability is a binary pass/fail criterion based on the offeror’s ability to supply new, commercially available items from the original manufacturer, and price serves as the decisive factor among qualified respondents. Delivery is required no later than June 1, 2026, to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with inspection and acceptance performed by Government personnel at the destination. Packaging must exclude prohibited materials such as Styrofoam, peanuts, or shredded paper, and items must be individually enclosed or grouped in batches of no more than 100 units per container, with robust preservation to ensure one-year storage life without degradation. Each container must bear internal and external labels including NSN, part number, serial number, PO number, and nomenclature, with all invoices clearly marked “FAST PAY” to qualify for expedited processing. Offerors must adhere to numerous FAR clauses, including restrictions on subcontractor sales, whistleblower rights, contractor ethics, and prohibitions on covered telecommunications equipment, while also complying with federal sustainability standards under EPA, USDA, and DOE guidelines. Quotations must be submitted by email to Allison.T.Meads@uscg.mil
