FLITESCENE(R) Notice of Intent to Sole Source

The government intends to award a sole source contract under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies and services will satisfy agency requirements. This is not a formal solicitation or request for proposal. The Government intends to make a sole source award to Harris Corporation, 2400 Palm Bay Road, NE, Palm Beach, Florida 32905, Cage Code 91417. The North American Industry Classification System (NAICS) is 541511, Custom Computer Programming Services; and the size standard is $27.5M. Harris Corporation will provide the Government with FliteScene Digital Map Software Licenses, Maintenance Agreements, Engineering Services, and associated materials and travel. The FliteScene Digital Map is currently integrated into the US Army's aircraft platforms and their variants. This technology enables military flight crews to operate with enhanced navigational and situational awareness. FliteScene Digital Map is the registered trademark and "Intellectual Property" of Harris Corporation. Integration of this software into the US Army's aircraft platforms requires access to the source code of the FliteScene Digital Map software. Reconfiguration of the software is required to ensure successful operation and interaction with the various aircraft operating systems. Harris Corporation is the only source who can meet the Government's requirement. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the Government. Responses to this notice shall be furnished electronically to the contacts listed above, not later than 1500 Hours CST on 14 March 2018. This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a result of this notice.
