Floor Care Program

The Georgia World Congress Center Authority is soliciting proposals for a comprehensive floor care program covering the maintenance of over one million square feet of carpet and terrazzo flooring across its high-traffic facility, including convention halls, ballrooms, and concourses. Services are to be performed nightly between 8 p.m. and 6 a.m., requiring deep cleaning, stain removal, fiber restoration, and gloss preservation using approved methods. Proposals must be submitted in five printed copies and one PDF on a flash drive, adhering to strict formatting rules: no fancy bindings, 50-page limit excluding exhibits, and all documents printed on 8.5" x 11" paper. The solicitation number is PE-92200-RFP-2026-000000081, with proposals due by 10:00 a.m. on May 26, 2026, and a mandatory pre-bid site visit scheduled for May 12, 2026. Communication with Authority staff is strictly prohibited from the time of advertisement until award, and finalists or apparent awardees are forbidden from making any public announcements regarding their status. The evaluation will be based on a combination of qualifications and cost, with 70% weight assigned to past performance on similar large-scale facilities and 30% to price. Contractors must demonstrate five consecutive years of experience providing floor care at venues exceeding one million square feet and submit three verifiable references. All personnel must be directly employed or from approved subcontractors and comply with Georgia licensing requirements. A $500,000 performance bond or irrevocable letter of credit is required, with sureties needing to be on the U.S. Treasury’s Circular 570 list if the bond amount exceeds $100,000. Additional mandatory certifications include compliance with Georgia’s Non-Discrimination Act, E-Verify enrollment under the Security and Immigration Compliance Act, a drug-free workplace policy, and affirmations of no debarment or ethical violations. Post-service performance validation is required through pH testing, microscopic fiber analysis, and before/after photographic evidence submitted via a designated portal. The contract is governed by local procurement rules rather than federal FAR clauses, with administration handled by Erle Coleman of the Authority’s Procurement Office. All submissions must be delivered physically to the GWCC Administration building in Atlanta and cannot be sent electronically via email or fax.
