FMC Devens - Solid Waste Landfill Services

This is a sources-sought announcement for Solid Waste Landfill Services at the Federal Medical Center (FMC) Devens in Ayer, Massachusetts, aimed at gathering market information for a future indefinite-delivery/requirements contract. The current incumbent, Devens Recycling Center, LLC, has been providing these services since a September 2023 award valued at $199,260 for a single base year with two one-year options, set to expire September 30, 2026. The new contract is projected to include one base year and up to four additional one-year option periods, with a total potential value of $996,300 based on the current contract rate, although actual pricing may vary. The contractor will be required to accept and lawfully dispose of nonhazardous solid waste—approximately 540 tons annually—delivered by the government from FMC Devens to a permitted landfill located within a ten-mile radius of the facility. Operations must occur Monday through Friday, 8 a.m. to 4 p.m., excluding federal holidays, with full compliance with federal, Massachusetts Department of Health and Environmental Protection, and EPA regulations. The contractor must possess valid Massachusetts disposal permits, maintain SAM.gov registration, and provide accurate tonnage documentation for each delivery. No hazardous waste will be transported under this contract, and no interaction with inmates or inmate-related materials is permitted. Participation in small business programs such as 8(a), WOSB, HUBZone, or SDVOSB is under consideration, and contractors must self-identify their size status under the $47 million NAICS 562212 standard. The contract will be awarded on a firm-fixed-price basis, with a likely selection method of Lowest Price Technically Acceptable, and all options are exercisable at the government’s sole discretion. A security clearance investigation is mandatory for all personnel, with processing times up to 30 days or longer.
