ON CALL AS NEEDED ROOF MAINTENANCE, INSPECTION, DIAGNOSTIC, TROUBLESHOOTING AND REPAIR SERVICES
Solicitation # 902780
The Alameda County General Services Agency is soliciting proposals for on-call, as-needed roof maintenance, inspection, diagnostic, troubleshooting, and repair services for 64 facilities in the North County Covered Asset Portfolio. This portfolio includes a diverse range of assets such as courthouses, youth centers, and administrative offices across Alameda, Albany, Oakland, and San Leandro. The scope of work is strictly limited to maintenance and repairs and explicitly excludes full or partial roof replacements. Selected contractors must provide 24/7 emergency response and adhere to strict response times. A key requirement is that at least 80 percent of the work be performed by direct W-2 employees. Additionally, because this is a public works project, all contractors and subcontractors must be registered with the California Department of Industrial Relations and pay prevailing wages. The County intends to award a three-year contract, with two optional one-year renewals, to a pool of up to two qualified bidders. The evaluation process is based on best value, prioritizing qualitative competence and technical approach over the lowest cost, though cost still accounts for 20 percent of the score. Preference points are available for certified Small and Emerging Locally Owned Businesses and those located within Alameda County. The contract includes an estimated labor total of 1,000 hours across normal, overtime, and emergency tiers, with separate allowances for repair parts and equipment. Contractors are required to provide detailed root-cause diagnostic reports with before-and-after photographic evidence for leak remediations and conduct bi-annual inspections following National Roofing Contractors Association standards.
