1. This Request for Quote (RFQ) is for a Foreign Military Sales (FMS) procurement for KENYA.


2. Vendors shall fill out all the green cells in RFQ Attachment 1 and 2 in accordance with the instructions within RFQ Attachment 1 and 2. NSN information is provided for reference only. Please quote the color/pattern requested in Column D.


3. Vendors shall also provide technical information that clearly shows how the product being proposed meets each of the specifications identified in the part number in column B of the RFQ Attachment 1. Note: Vendors will provide side-by-side compression for alternative materials being proposed. Please highlight, circle, or otherwise identify in your technical information provided where your product meets the specifications identified in the part number.


4. The Government anticipates utilizing price analysis to determine a fair and reasonable price of the vendors proposed unit prices in Unison Marketplace.  Accordingly, the analytical techniques and procedures prescribed in FAR 15.404-1 for evaluating offeror quotes may be used singly or in combination with others as determined by the Contracting Officer based on competition and other factors to determine a fair and reasonable price. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine a fair and reasonable price, then additional data other than certified cost or pricing data for use in evaluation may be required to be submitted by offerors upon the Governments request.


5. Basis of Award - In the event that no single offeror proposes all items, or no offeror proposes a fair and reasonable price on all items, the Government may make multiple awards to different offerors for portions of an individual FMS case. In this event, awards may be made to multiple offerors representing the Lowest Price Technically Acceptable (LPTA) fair and reasonable proposal for those items they proposed.


To be eligible for award the vendors shall meet 2 and 3 above as well as its price be deemed fair and reasonable in accordance with number 4 above.  The winning vendor will be the Lowest Price Technically Acceptable (in Unison Marketplace). Only ONE (1) quote will be acceptable.  Please do not provide multiple options.  


6. The Government intends to make award based on the initial quote submissions without asking questions or requesting revisions. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to ask questions at any time during the evaluation of quotes, if it is determined to be in the best interest of the Government. Questions may be asked of some, all, or none of the Offerors to enhance Government understanding of quotes; allow reasonable interpretation of the quote; or facilitate the Government's evaluation process.


7. Please note information provided in vendors proposed RFQ Spreadsheet is subject to incorporation into the awarded call.


8. Wide Area Workflow (WAWF) & shipping instructions will be given at time of award of the respective Calls. 


9. Country will accept partial shipments.  Drop shipments are not permitted, the vendor shall provide one (1) shipping address to be used for all items in RFQ Spreadsheet.


Material must be made available for pick up within the continental U.S.


10. The award of these calls is subject to the availability of funds. The Government reserves the right to cancel this requirement without incurring any proposal fees.
