This solicitation is a Total Small Business Set-Aside under FAR 19.5, limited to small businesses certified under the NAICS code 339999 with a size standard of 550 employees. The requirement includes two Large IOTVs with six Level IV NIJ 0101.06 certified ESAPI plates, one Extra-Large IOTV with four ESAPI plates, and three Medium IOTVs with two pairs of ESAPI plates, all configured with full accessory assemblies including front and back carriers, yoke and collar, deltoid/bicep protectors, side plate pockets, lower back and groin protectors, and side plate carriers. All items must meet or exceed U.S. Military and NIJ performance standards to ensure operational readiness and avoid mission-critical risk to personnel. Delivery is mandated within 30 days of contract award at Indian Head, Maryland, with no FOB terms specified. Evaluation of quotes will be based on three equally weighted non-cost factors—Technical Capabilities and Approach, and Past Performance—prior to consideration of Price, with award made on a best-value trade-off basis, not lowest price technically acceptable. Proposals must be submitted via email by May 4, 2026, at 4:00 PM EST, including a cover sheet with official company name, point of contact, DUNS number, and CAGE Code. Offerors are responsible for identifying and completing all applicable FAR and DFARS clauses in effect through FAC 2020-01 and DPN 20190531, and must self-certify as small businesses to be eligible. Inspection and acceptance will occur at the designated delivery location using NIJ 0101.06 and U.S. Military standards as the baseline for compliance, though specific packaging, marking, or preservation standards are not detailed. All submissions require full compliance with the evaluation structure and administrative instructions, and late responses will be rejected without exception.
