This solicitation, numbered 1202SC26Q2702, is a combined synopsis and Request for Quotation issued under FAR Part 12 for the FY26 acquisition of OEM “Gatekeeper” series shelter kit components and replacement parts from Western Shelter Systems LLC, with delivery FOB destination to the Northern Rockies Area Incident Support Cache in Missoula, Montana. The procurement is a total small business set-aside under NAICS code 339999 with a size standard of 550 employees, and all responsible small business concerns may respond. The solicitation does not issue a separate written document and relies entirely on the posted announcement and four required attachments: Terms & Conditions, Offeror’s Information, Past Performance Questionnaire, and an unnamed fourth attachment. Proposals must be submitted electronically via email to amy.tilley@usda.gov by May 1, 2026, with the solicitation number included in the subject line, and no hard copies or portal submissions are accepted. The contract is structured as a firm-fixed-price acquisition, with performance required between May 8, 2026, and July 1, 2026, and a key delivery milestone of June 20, 2026. Over 300 individual line items, including threshold ramps, vent caps, tent stakes, and rope systems, must be delivered fully traceable to the original equipment manufacturer, with mandatory Certificates of Conformance per FAR 52.246-15. Inspection and acceptance occur at the delivery site in Missoula, Montana, with the government responsible for verifying compliance and quantity. Pricing must be fair and reasonable under FAR 12.204, but award will be made to the highest technically rated offeror, not the lowest price, under a non-LPTA trade-off method; past performance must be acceptable or neutral to qualify. Invoices must be submitted electronically through the Treasury’s Invoice Processing Platform, and contractors must maintain SAM registration, comply with Buy American and trade agreement requirements, adhere to hazardous materials labeling standards, and implement basic information system safeguards. Subcontracting is subject to limitations and reporting obligations under multiple FAR clauses, and all offerors must represent their small business status while being subject to post-award size and socioeconomic status updates.

Solicitation # 1202SC26Q2716
This firm-fixed-price, Indefinite Quantity/Indefinite Delivery (IDIQ) contract is a total small business set-aside issued by the USDA Forest Service for the procurement of 6,000 lb. capacity cargo swivels (NFES 0286) and 12-foot lead lines (NFES 0380). The contract structure consists of a base year through December 31, 2026, plus four option years, providing a total potential duration of up to five years and six months. The requirement involves the purchase and delivery of these items to various National Incident Support Cache locations nationwide via FOB Destination shipping. A critical component of the procurement is the first article testing requirement, which mandates that the contractor provide three units of each item to the National Technology & Development Program within 14 days of the award for approval before production deliveries can commence. Technical specifications are stringent, requiring cargo swivels to maintain a safe working load of 6,000 pounds with an ultimate strength of at least 22,500 pounds and a functional temperature range of 0 to 140 degrees Fahrenheit. Lead lines must feature UV-stabilized plastic coating meeting specific military standards. The government will award the contract based on best value, evaluating price, technical acceptability, and past performance, though no tradeoffs will be conducted. Offerors must comply with various federal regulations, including the Buy American Act and Trade Agreements Act, and must submit electronic invoices through the Invoice Processing Platform. The solicitation has been amended to extend the RFQ closing date to September 14, 2026.
