The United States Army Corps of Engineers Engineering Research and Development Center Construction Engineering Research Laboratory in Champaign, Illinois, intends to award a sole source purchase order to KVH Industries, Inc. for the procurement of Fiber Optic Gyro Inertial Measurement Units. The acquisition, valued at 116,720 dollars, includes four KVH 1775 FOG IMUs, two harnesses, and one FOG dual receiver kit. These components are required for use on ARGO J8 and CAT 308 unmanned ground vehicle systems utilized by the Robotics for Engineer Operations research program for site characterization. The selection of the KVH 1775 model is justified under FAR 13.106-1(b)(1) due to its compact low profile, high noise and temperature resistance, and minimal gyro drift, which are essential for precise localization in challenging environments. Additionally, the government seeks to avoid the unacceptable duplication of effort and mission delays that would result from developing new software drivers, as TARDEC has already invested significant resources into drivers for this specific hardware. Technical specifications critical to this requirement include a height of less than 3 inches, bias stability of 0.05 degrees per hour, and a bandwidth of 1000 Hz.

Full Description

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for Fiber Optic Gyro Inertial Measurement Units (FOG IMUs) that can be used on existing ARGO J8 unmanned ground vehicle systems. The purchase will include 4 IMUs, 2 harnesses and 1 FOG dual receiver kit. ERDC-CERL intends to award a purchase order on a sole source basis to KVH Industries, Inc. in accordance with FAR 13.106-1(b)(1). Market research has indicated that The KVH 1775 Fiber Optic Gyro Inertial Measurement Unit (FOG IMU) is the most compact high performance IMU designed for highly dynamic challenging applications. The 1775 FOG IMU has a low profile (< 3 height) which is critical for its implementation on the existing ARGO J8 and CAT 308 unmanned ground vehicle system that the Robotics for Engineer Operations research program utilizes for site characterization. This particular IMU is extremely noise and temperature resistant and does not experience gyro drift. Very low amounts of gyro drift enable precise localization and control of unmanned ground systems in challenging environments. In addition, KVH 1775 FOG IMU is currently utilized by TARDEC Combat Vehicle Robotics and Autonomous Ground Resupply programs. TARDEC has already invested significant time and resource to create the necessary software drivers that enable use of this IMU on unmanned ground systems. Developing a driver for a different IMU would incur unacceptable duplication of effort and would result in severe delays for mission execution. Finally, the KVH 1775 FOG IMU offers the following technical specifications, which are not available through any other vendor's products: Bias stability, ?0.05/hr, 1? (typical) Bias vs. Temp. (?1'C/min ), ?0.7/hr, 1? (typical) Height, <3in. Angle Random Walk, ?0.012/?hr (?0.7/hr/?Hz ) Bandwidth, ?1000 Hz Power Consumption, 5W (typical), 8W (max) This is not a small business set aside. Solicitation # W9132T26SC001
The Engineer Research and Development Center Construction Engineering Research Laboratory is issuing Commercial Solutions Opening W9132T26SC001 to acquire innovative commercial products, services, and technologies. This effort focuses on closing capability gaps and advancing technological capabilities across several broad areas of interest, including materials and structures, installation energy, warfighter engineering, operational energy, training lands and heritage, and sustainment management systems. The solicitation is open on a continuous basis through October 30, 2026, and targets solutions that improve efficiency, sustainability, and operational effectiveness in military and civilian environments. The acquisition follows a two-step process where the government first solicits solution briefs and subsequently issues a Request for Proposal if a solution is selected and funding is available. All resultant contracts will be firm-fixed price and are treated as commercial items under FAR part 12, with potential awards also falling under FAR parts 13, 15, or 35, or through prototype agreements. Evaluation is based on technical innovation, importance to agency programs, and the availability of funds. Interested parties must be registered in the System for Award Management to be eligible for award. Submissions must be made exclusively through the ERDCWERX platform and include a cover letter, a technical volume consisting of a solution brief and pitch deck, and a price volume. An optional five-minute video demonstration may also be provided. For solutions valued over 900,000 dollars, non-small business entities are required to submit a subcontracting plan.
