NRC intends to negotiate and award a sole source purchase order with AINS, Inc. to acquire 9 FOIAXpress software licenses. FOIAXpress is the proprietary software used by the Nuclear Regulatory Commission (NRC) to process and track Freedom Of Information Act (FOIA) requests. Based on NRC's market research AINS incorporated is the only source that the NRC has identified from which the required renewal may be obtained. The period of performance for the required renewal is one year, beginning on March 25, 2013 and ending on March 24, 2014. Any sources that can demonstrate that they are authorized by AINS Inc. to distribute and maintain AINS FOIAXpress software are encouraged to respond to this notice and submit evidence of that authorization to Jerry.Purcell@nrc.gov by the closing date for this notice. NRC would consider those responses and determine whether this requirement could be competed. Telephonic responses and responses providing insufficient evidence of authorization from AINS, Inc. will not be considered.
