FOOD RECOVERY NETWORK

Metro Vancouver, through the Greater Vancouver Sewer and Drainage District, is seeking consulting services under solicitation 26-0443 to develop and operate a Food Recovery Network and a supporting technology platform. The primary objective is to divert surplus food to the highest value end-use, prioritizing people first, then animals, and finally compost, to reduce avoidable food waste within the Metro Vancouver region. The successful proponent must possess web and software development capabilities and demonstrated expertise in operating food recovery networks. Key deliverables include the customized platform, a robust regional report on food loss and waste, governance documents regarding security and privacy, and the implementation of a region-wide partner network. There is a strong preference for adherence to the CSA K100 Canadian Standard for Food Loss and Waste Measuring and Monitoring. The contract features an initial five-year term with the option for two additional one-year extensions. Proposals are evaluated based on commercial fees (35%) and project methodology, work plan, and staff qualifications (34%). Proponents must submit their bids electronically via the Bids and Tenders system by October 22, 2026, at 2:00 p.m. local time. Financial requirements include firm and fixed pricing for the initial term in Canadian Dollars, with monthly itemized invoicing and a 30-day payment cycle. Mandatory insurance coverage includes professional liability of at least 1,000,000 dollars and contractors pollution liability of at least 2,000,000 dollars. The agreement is governed by the laws of the Province of British Columbia and requires the contractor to maintain good standing with the Workers Compensation Board of British Columbia.
